I. PROJECT SUMMARY

Falkland Chase includes 450 garden apartments on three separate parcels, The North, East and West Parcels, are divided by 16th Street and East-West Highway in Silver Spring, Maryland. As shown on the following site plan, the East Parcel includes eight of the original 10 acres developed by Falkland Properties, Inc. between 1936 and 1937. The fifteen acres in the North and West Parcels were improved by Falkland Properties, Inc. as Falkland additions two years thereafter. The original 34 apartments east of Draper Street were razed in 1990 and replaced by the Lenox Park Apartments.

The redevelopment project affects only the North Parcel and is designed to strictly conform to the CBD-R1 zoning. The East and West Parcels will not be redeveloped and the existing apartments located thereon will remain. The East and West Parcels have been included in this Project Plan for the limited purposes of showing certain off-site elements of the Project, including a proposed public use easement for a public park on the East Parcel, and to show how Falkland North will be integrated with the East and West Parcels.

The Project Plan proposes redevelopment of the North Parcel with its 7.55 acre mixed-use urban infill project, consisting of 1,069 rental apartments, 65,000 square feet of commercial space, currently projected to include a substantial grocery store of approximately 50,000 square feet, and public use space exceeding 1.5 acres (the "Project"). The retail area expected to house a Harris Teeter grocery store will be partially underground, with the top portion above grade at the corner of 16th Street and East-West Highway. This retail space will have a separate underground parking area dedicated for its use and will be accessible to pedestrians at grade near the 16th Street and East-West Highway corner. The remaining retail area of approximately 15,000 square feet is expected to include convenience retail stores, such as a dry cleaner pick-up and delivery, beauty salons, a restaurant, etc. and will be located at the southeast corner of the property, closest to the Metro. The restaurant is planned to have direct access to the public open space.

To balance the concerns for preservation with the long-standing public policy goals of the Sector Plan and other adopted plans and policies of the County, the existing development on the East and West Parcels will be restored while redeveloping the North Parcel into an important transit-oriented, mixed-use rental apartment community.
